Insurance requirement, verbatim intent: Health insurance is compulsory at every stage. GDRFA Dubai requires a valid health insurance document for the entry visa, a copy of health insurance (compulsory) for the residence permit, and health insurance again (mandatory) at renewal. Dubai's Department of Economy and Tourism (investindubai.gov.ae) specifies the policy must be valid for the UAE for at least one year and confirms travel insurance is acceptable provided it includes the necessary cover; the federal u.ae portal requires valid health insurance covering your residency in the UAE. No government page publishes a minimum coverage amount or benefit schedule. As Dubai residents, visa holders also fall under Dubai's mandatory health insurance regime, so a UAE-compliant local policy qualifies as well.
Tax notes: The UAE levies no personal income tax, and the official u.ae portal promotes the programme as offering zero income tax for individuals (per an archived copy of the page, last updated 30 December 2024; the live federal page could not be confirmed). UAE corporate tax, in force since 2023, does not apply to employment income. The 183-day and 90-day tax-residency tests under Cabinet Decision 85/2022 are relevant only for obtaining a UAE tax residency certificate; because those thresholds could not be confirmed on a current official page, no residency-day trigger is shown here. Visa holders may remain tax-liable in their home country, and the visa itself confers no tax-treaty protection.

View plansWho the VWP is for
The Dubai Virtual Working Programme (officially the Virtual Work Residence Visa) is built for remote employees who work for a company outside the UAE and want to base themselves in Dubai while doing it. The paperwork is framed around employment: you need a contract of at least one year with a non-UAE employer, a salary certificate showing at least USD 3,500 per month (about EUR 3,033), your latest payslip, and six months of bank statements. The permit runs for 12 months, is renewable, and lets you sponsor a spouse and children for the same period — each family member pays separate fees and needs their own passport and health insurance.
One honest caveat on the headline number: government sources don’t fully agree. The GDRFA Dubai service pages and Dubai’s Department of Economy and Tourism both state USD 3,500 per month, and GDRFA applies that figure at issuance and renewal. But the federal u.ae portal — last updated in December 2024 and reachable only as an archived copy when we checked — still shows the launch-era USD 5,000 figure in its Dubai section. We go with USD 3,500 because that is what the processing authority publishes, but verify against the official pages before you commit.
This visa is not for you if you plan to work for UAE-based companies or take on local clients — your income has to stay offshore. It also builds no bridge to permanent residency or citizenship (the UAE Golden Visa is a separate regime), and visa holders get no access to public healthcare.
How to apply, step by step
The process has two stages, and GDRFA quotes a 48-hour service time for each. No end-to-end timeline is published.
- Gather your documents: a passport valid for at least six months, a color photo, proof of remote work for a non-UAE entity, an employment contract of at least one year, a salary certificate showing USD 3,500 or more, your latest payslip, six months of bank statements, and health insurance valid in the UAE. No minimum bank balance is published, and no sponsor is required — the visa is self-sponsored.
- Apply for the entry visa through GDRFA Dubai’s “Visa Issuance (Virtual Work)” service, available online or in country.
- Once in the UAE, complete the medical fitness test and register for your Emirates ID.
- Apply for the residence permit itself via GDRFA’s “Issuance of the virtual work residence permit” service.
- Budget for fees: the base cost from outside Dubai is US$101 / AED 372.50 (about EUR 88) including VAT, per Dubai DET’s pricing as of August 2024; applying inside Dubai through an Amer centre costs US$334 / AED 1,225.90 (about EUR 289). The true all-in cost is higher once you add the medical test, Emirates ID, and your insurance premium.
- To renew, use GDRFA’s dedicated renewal service: the same USD 3,500 salary condition, a fresh medical fitness test, and mandatory insurance apply. There is a 60-day grace period after the permit expires and no published cap on renewals.
Taxes
The UAE levies no personal income tax, and the federal portal promotes the program with “zero income tax for individuals” — though we could only verify that page through an archived snapshot, as the live site was unreachable during our last check. The corporate tax the UAE introduced in 2023 does not apply to employment income. One thing we could not confirm on a live government page is the day-count test for UAE tax residency, which matters mainly if you want a UAE tax residency certificate — the official source defines those rules. The bigger practical point: the visa itself confers no treaty protection, so you may remain tax-liable in your home country while living in Dubai. Outcomes depend on personal circumstances and treaty rules.
Health insurance
Insurance is explicitly compulsory at every stage. GDRFA requires a health insurance copy for the residence permit, a valid insurance document for the entry visa, and mandatory insurance again at renewal. The policy must be valid for the UAE for at least one year — the full visa period. Three types of cover qualify: travel insurance (Dubai DET accepts it provided it includes the necessary cover), international health insurance, or a UAE-compliant local policy, since residence permit holders fall under Dubai’s mandatory health insurance regime in practice. No government page publishes a minimum coverage amount or benefit schedule, so the one-year validity requirement is the hard constraint. Remember that the visa gives you no public healthcare access, so your policy is your only safety net. Frequently asked questions
How much income do I need for the UAE virtual work visa?
GDRFA Dubai and Dubai's Department of Economy and Tourism require a salary of at least USD 3,500 per month (about EUR 3,033), proven with a salary certificate, your latest payslip, and six months of bank statements. Note that an archived version of the federal u.ae portal still shows an older USD 5,000 figure, but the processing authority applies USD 3,500.
Can I bring my family on the Dubai Virtual Working Programme?
Yes. You can sponsor your spouse and children for the same period as your own permit. There is no published income surcharge for dependants, but each family member requires separate fees, a valid passport, and their own health insurance.
How long is the visa valid and can I renew it?
The permit is valid for 12 months and renewable through a dedicated GDRFA Dubai service, which applies the same USD 3,500 salary condition plus a fresh medical fitness test and mandatory insurance. No cap on the number of renewals is published, and there is a 60-day grace period after the permit expires.
Do I pay income tax in the UAE on this visa?
The UAE levies no personal income tax, and the UAE's corporate tax (introduced in 2023) does not apply to employment income. However, the visa confers no tax treaty protection, so you may remain tax-liable in your home country; outcomes depend on personal circumstances and treaty rules.
Is health insurance mandatory for the UAE virtual work visa?
Yes, explicitly — GDRFA requires proof of health insurance for the entry visa, the residence permit, and every renewal. The policy must be valid for the UAE for at least one year; travel insurance is acceptable if it includes the necessary cover, and no minimum coverage amount is published.
Can I work for UAE companies or take local clients on this visa?
No. The program requires you to work remotely for a non-UAE entity, and working for UAE-based companies is prohibited. Your employment contract and income must come from outside the country.
Does the UAE virtual work visa lead to permanent residency or citizenship?
No. The visa offers no path to permanent residency or citizenship, regardless of how many times you renew. The UAE Golden Visa is a separate regime with its own rules.
